FAYETTE COUNTY — A second request for bond reduction has been denied for a 56-year-old Vandalia man charged in Fayette County Court with multiple counts possession of child-pornography, including two claiming the depictions were of children in bondage type situations.

William Frakes faces two Class X felony charges of possessing child pornography of victims under the age of 13 depicted in sadistic manner, and Class 2 felony possessing child pornography photos of victims under the age of 13.

Frakes was arrested on the charges in July and has remained in the Fayette County Jail since that time, with bail set at $350,000.

A prior motion for bond reduction was denied in August. If able to post bond he is prohibited from having contact with anyone under the age of 18 and is not to possess any electronic device or have access to any device that can access the internet. He is allowed supervised visits with his grandchildren.

Frakes is next scheduled to appear December 13 for a pre-trial hearing. A tentative date for a jury trial has been set for January 3.
